its a FINAL YEAR PROJECT for GRADUATION at engineering level--------how to develop GOOGLE EARTH on small scale like that for a locality.................

Where I work, we use a product called ESRI to assist in our mapping requirements. It is an outstanding product. As you might imagine, it's *outrageously* expensive software, as specialized as it is, but they may offer an academic version that won't break your bank.
