Arbitrary meaning, "Whatever action is initiated by whomever concerning Time." Considering the fact that Time is not a tangible object, But a Man made formula for measurement. Sorry if that takes the fun out of your question, But, "You Asked"

Nothing physical happens at all.
In fact, there are other calendars whose year is not from January 1st to December 31st. The chinese new Year is one example (although they now use the same calendar we do).

nothing, the year is based on the gregorian calender that is loosly based on the rotation of the earth around the sun, but in reality, days and months are just rough intervals =)
