When i try sim it asks for a subsidy password, do i need to get the phone unlocked i have the IMEI Number

never heard of a subsidy pass word i would just get it unlocked

you need to get the phone unlocked using special software and the black USB CABLE that came with your phone,the software can be bought on ebay for a couple of pounds its usually sent as a file via email,you just download the file to your pc and its there forever,you can use it to unlock as many v3 mobiles as you like, or you can take the phone to a local market trader that offers phone unlocking this costs about £15 but they use the same software you can pick up on ebay.
