Because there is a distinct lack of responsibility amongst people in the UK today, the 20 & 30 somethings are the worst, they don't think about things like consequences, too uncool for them! Let's see how cool it is when they are hooked on the stuff and can't stop and get cirrhosis for their efforts and the £1000's wasted. All I know is, I'm a 20 something male, I do think about things, I'm not afraid of being uncool, and I'll have the upper hand, because when all my contemporaries are lying in hospital with their diseased livers when they are older, I will still be healthy and fit, whos the cool guy now? There is also a distinct lack of education about these things, all the one that are doing the binge drinking all went to school in the 80's and early 90's, the same as me, and I can tell you that schools, in the UK at least, told you very little about the damage drink can do, and what it can lead to, I have had to work it out for myself, the others presumably chose not to. Getting drunk is not enjoying yourself, either, whats fun about throwing up in a back alley somewhere, or getting arrested because you are p*ssed out of your skull and have just started a fight with the people that are supposed to be your friends? I lead a relatively happy life and it's completely 100% drink free! I think only sad people with sad lives are the ones that feel they must get drunk to have fun, there is nothing fun or funny about it! All it's going to do, as I said, is cause the NHS (If it's still there in 30 years time) a very very big problem with all the people who are abusing and destroying their bodies now. Quite selfish actually!

Note the telling definition:
"One in three 17 to 30-year-olds is now classed as a heavy drinker, bingeing on four or more units in one session at least once a fortnight."
Four units is two pints of beer, or four shorts, or four glasses of wine. So someone who drinks 2 pints of beer once a fortnight is a "heavy drinker", whereas someone who drinks a pint of beer every night for a fortnight is not.
You can prove anything as long as you shift the goalposts far enough.

It's a cultural thing, encouraged by the drinks industry to make more profits. The government likes it because of all the taxes they raise.
