If you like fluffy soft and not badly wrinkled clothes, I would say definately the tumbler at a not too hot setting.

It is unfortunate that you do not have an outside area where you could dry your clothes...I take mine outside and save the electricity for drying... NOW>. drying on the radiator is perhaps OK but... the radiator should not get TOO hot for the clothes.. Wet clothes on the radiator might eventually(and will) cause rusting on the radiator. Dryng the clothes either on the radiator or in the outside air will not result in them being nice and fluffy .. in comparison to putting them on an air dry or fluff dry in the dryer machine

to save money use the radiators and then to fluff them up use the tumbler for about 5 min in the summer you can use the clothes line outside i do this in the summer myself it saves me about $100 to $130 a year that's a lot of savings you can use somewhere else

I'd say in the tumble. I like to get mine out while they are still warm and fold them. Takes all the wrinkles out.
