computer:
The cheapest is Compaq, the best is between HP and Dell. If you're going to do programming you'll want a Dual core chip set. I recommend the Intel Core 2 Duo, it's the best dual core on the market, and has a very stable driver. The speed should be from 1.8Ghz and up and you should get at least 1GB of RAM. Depending on what you are programming in C++ will determine the video card you need. If you are going to be programming video games, you should get at least 256MB. If you are working on applications, 128MB should suffice. The screen size and weight will be up to you, but you should probably go to a retail store and see what size screen you like. If you are going to be away from a power outlet an 8 cell battery is the way to go.
Computer language:
C++ is a good language, you can create almost anything with, mainly it's used for Operating systems, video games, and applications. Java is a good cross-platform language, it can be used on Mac, Windows and Linux computers, making it a valuable language in all jobs. .NET (dot net) is a good language for programming and creating web sites.

Dont be affraid to spend a little more...buy a well equipped laptop with the good features....(like 1GB or higher RAM and 100GB Hard drive).....and definately buy a laptop with the best warranty service....and then become familar with how to use that service.....sometimes calling for service can be replaced by a chat room on the computer manufacturer's website...this takes less time and you get an email copy of the chat.

You could buy a Toshiba or a Compaq, they are not that expensive. As long as it is above a Celeron processor (extremely slow), you should be able to do anything you want with it. Also get at least a 1 GB of memory as 512 MB will soon become obsolete. Memory helps make your computer perform better, so the more you have the better!

I used Dell 2.4GHz 256MB for Windows 2005 server and .Net, MS Office, Visio, Project Manager, plus Adobe, Mathsoft and Spectrum analyzer...
Can enjoy mathlab w C++ and 1 of MS Office at comfort speed together same time. Try bargain at no sale fee auctions.

Go for a HP. As of speed, that all depepnds on the processor speed and the amount of RAM installed.
For your needs I would say a 3 GHz processor and atleast 1GB of RAM.
EDIT: Dell has the worst customer support around.
