TBD is To Be Determined. Usually used when and event or meeting is taking place, but no venue/location has been decided. It at least gives you a heads up that something is taking place, even if the planner doesn't know exactly where.

Location TBD is usually used as an acronym for "Location To Be Determined". It's usually done when the people organizing the event aren't exactly sure where the event's going to be, but wanted to give you a head's up that the event is happening.

To Be Determined. pretty much the same as To Be Announced. They have decided where the event will take place. Often left open when the venue will be decided when they have a better idea of how many people are going to be attending the event. Such as a college class that is going to be offered for the first time. Once registration has closed they sometimes decide they need more room for everyone who has signed up.
