Definitley! I have a very shy dog right now, one I adopted from the pound, and she's very shy. When we go for walks and someone stops to admire her, she gets behind my legs and peeks out at them as if to say "I don't know you, we haven't been properly introduced."
I'm the only person she was not shy with. She had been asleep in a cage with her 2 sisters at a booth at the Renaissance Faire when the animal shelter volunteer pulled her out and handed her to me. She was half asleep as I held her but she started licking my face and, that's it, I was in love. We've been best friends ever since.
She's shy but not the least bit aggressive.

I thinks so. I work with dogs and I know sometimes when they come in they kind of hunker down with their tail wagging. Some people might say they are scared, but I think there is a difference.

yea absolulty. my cat is so shy to new people in the house. he hides until they have been there for a while. then he gets used to them
