Install a pop up blocker.

If you're still getting pop ups after installing a pop up blocker, then you PC is infected with adware.
Use these scans to remove it.
All of these are ones that I personally use and all are free. After you install any of them, make sure you update them to get the full affect.
AVG Removes I-Worm/Stration · BackDoor.Generic3.GBB and .GBC · Worm/Generic.FX · Exploit.WMF

Spybot - Search & Destroy detects and removes spyware, a relatively new kind of threat not yet covered by common anti-virus applications. Spyware silently tracks your surfing behaviour to create a marketing profile for you that is transmitted without your knowledge to the compilers and sold to advertising companies. If you see new toolbars in your Internet Explorer that you haven't intentionally installed, if your browser crashes inexplicably, or if your home page has been "hijacked" (or changed without your knowledge), your computer is most probably infected with spyware. Even if you don't see the symptoms, your computer may be infected, because more and more spyware is emerging. Spybot-S&D is free, so there's no harm giving it a try to see if something has invaded your computer.

If you mean while you're on the internet, both Internet Explorer and Firefox web browsers have pop up blockers. You find them from Tools - Internet Options along with a whole load of other settings to play with.
But if they appear while you're offline then you have spyware on your pc. Spybot Search and Destroy run in Safe mode will get rid of them. Spywareblaster will prevent many of them installing themselves in the first place.
http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.

Pop up Blockers are inbuilt in most latest versions of browsers. Try them. Also give a program called 'AD MUNCHER' a try. It's at: http://www.admuncher.com/
