What it means and what it means to the person who says it are two different things.
If you and your boyfriend are intimate and have been before the statement, then this is the real thing , he's falling in love with you.
If you are not intimate , it can mean nothing to I'm falling in lust with you , anywhere to love.
We (males) ourselves don't understand the things we say when we're horny.
I'm an old guy , but when I was 17 , I was with a 17 year old beauty and we were in a passionate embrace, (not sexual) I told her that I loved her. My words were not preconceived, in fact, I was just as surprised as she when they came out.

As to your question. Falling is to process in which everything changes. when you are with this person you are aglow and everything is right with the world. to hold her hand and walk together is more fulfilling than to be intimate with your favorite star. The warmth of her nearness fills you up and to be apart is a great sorrow. When near , no words are needed , your souls speak as you just look.

I think he's trying to tell you he's falling in love with you. The next step on from fancying you. Of course, it could mean he's trying to move your relationship on in physical terms and get you to bed, if you haven't already gone that far!! but then i could just be cynical......
you could try asking him to elaborate and tell you what he means by the phrase.
