Count your money, then develop a shopping budget. Visit http://www.newegg.com and look for the parts that you need.
I recommend that you look at Combo Motherboard-CPU deals. This makes it easier to pick the combination that works.
Here is a checklist:
Motherboard-CPU
RAM - get 1GB or more
Video (might be built-in)
Sound (might be built-in)
Ethernet (might be built-in)
keyboard
mouse - get an optical mouse
case and power supply
or case WITH power supply
Monitor - get the biggest FLAT PANEL LCD monitor that you can afford.
DVD Burner
Optional: Printer, Floppy Drive, flash card readers, more USB ports
You wil learn that a Complete system is cheaper than building your own.

motherboard and processor chip. go with the AM2 setup. as the 939 is being phased out in the new year. make sure its dual core processor. as in the future all computers will have X2 as the norm.
if you dont care about sound quality. then the onboard audio card on the motherboard will do. also save you some money.
in the end find someone that knows computers and can help you in making sure what you get will work together.

after you figure out the $$'s
Designing a pc is about mixing what you need with what you can get and the form factors involved.
If you start with a cool case you may end up with components you dont like.
If you start with some cool components you may end up with a case you don't like.
These examples are ambiguous but similar to some pc builds.
