usually it would be illegal to reverse the charges without the company informing the person you are calling and getting their permission to accept the call. If there are charges on voip it is usually the caller that pays either by bill or more normally by prepayment.

If you are worried about this look in to a different supplier, there is one I think is called jah jah or something that is free if both people are signed up, you can use most IM to call someone via the PC as long as they also have the same sofware.

Free Internet calls are possible with Skype MSN and quite a few other set ups, if you dial SKYPE to SKYPE it is free, if dial SKYPE to a normal phone it is payable but very cheap, the VoipBuster programme gets around some of the paying calls but not all, you would be best to down load SKYPE install it and then you will see what is or is not free, it is free and worth a look, and it is in a lot of languages.

I dont know who told you the receiver of the calls is charged but it's WRONG. Most calls are free - some companies charge 2p or so per minute but this is paid by the caller xxxxxx

I don't think so because the Internet service providers and the telephone companies are not fools and they certainly know the process of checking their usage.
