i want to know who to read the details of the mobile phones of BSNL it has some full form which is in form of number

I don't know IMSIR but IMSI is International Mobile Subscriber Identity. It is a 15 digit number which is downloaded to the SIM (Subscriber Identity Module) card of your phone by your mobile network provider when you subscribe to their service.

It consist of a 3 digit country code followed by 3 digit mobile network code followed by a nine digit number (aka MSIN) uniquely identifying the subscriber within the mobile network.

IMSIR might refer to IMSI Resident, as you probably get your SIM card preloaded from BSNL.
