You can do a free website or paid.
Most internet service providers (ISPs) provide users with space as long as you are a customer. Example: AOL
There are also "free" sites like geocities on Yahoo.
Google "free web space" to see what is available.
You can also buy a domain name. Google godaddy to see what I mean.
To make a webpage, you need to learn html or css. New users should start with html There are many html tutorials online. Try www.w3.org which is the "bible" of webpage design. You should also validate your html there (check it for errors).
To write html code, you only need a text editor (like Notepad). Or you can buy WYSIWUG programs (What you see is what you get). One example is Frontpage. There are tons of programs though so you should research before buying, or downloading free programs.
You MUST "do" pages to learn to "do" them. Every web designer needs to read tutorials, and to find "help" on the web. Join an htlm-help list or bulletin board. They give tons of help.
You can learn code within months. The more you do, the better you'll get.
One tip: On web pages you like, right click then click "View Source" Save these pages. When you start writing your own pages, you can borrow code from those pages to get the same effect---be watchful though for copyrights on images etc!! You cannot use those if copyrighted!!
Have fun as you begin to learn html !

Making a website and making a website that people actually find and visit are 2 totally different things.
I'd recommend Site Build It. I started a website a year ago with absolutely no knowledge of html. I am totally "nontechy" and friends are amazed at the success of my website.
The most important things about Site Build It is that they have terrific customer service and that the tools to help you create a website that will get visitors.
I have an information site that is making money (more and more each month) from the Google ads I have on it. Take a look at my site, http://www.cheers2wine.com. If you would like more info on Site Build It, scroll down to the bottom of any page and click on the last box.
Good luck!

some places let you make websites for free. Many charge.
If you type "free web pages" into your web browser there will pop up places that you can make a website for free .
Most of these have web page helper programs that you can use if you dont know HTML.
BUT for most of them you must be at least 13 years old to make a web page.

There are a lot of places that will give you subdomains( exp. www.yourwebsite . thefreehostingsitesname.com) . A few are www. freewebs . com , www. doteasy . com and www. brinkster . com . If you want your domain, where you control the name and everything, you really have to pay. (exp. www.yourdomainsname.com) But, there is Microsoft Office Live, you can check that out. I havn't used it, but it seems pretty good. For Microsoft Office Live, you need a credit card, but they won't charge you. It's for safty reasons, so people like scammers won't use it.
