Hi,
If u have 'any' windows xp cd regardless of ur privileges, u cant install xp as long as the bios does not have a password.
I would boot from the cd and then format the hard disk and then install windows xp.
Secondly, also make sure that ur laptop can have xp coz u need to have a certain configuration to have xp.
Thirdly, u dont need a dell xp cd coz 'any' windows xp cd rom will do and i dont think that the seller should be selling that cd coz i own a dell as well and i know for a fact that it is written in the small print that dell still owns that cd.
Hope that helps

The link is an OEM copy of the installation files for a computer that came preinstalled with XP, as the seller has stated in the listing, it will work with Dell computers and in order to be able to legally sell this disc, it has to be bundled with something for a pc. The disc will only have 2 options.....1 is to do a restore of XP (since you are upgrading this won't work) or to do a destructive recovery (this is supposed to format the hard drive and install XP) the destructive install is the only way this disc will work with your current system, be aware though that anything and everything on the hard drive will be overwritten, so be sure to backup all your files/folders before running this disc.
your better off getting an upgrade version, with a valid key. That way you can simply install XP over 2000.

No, that will not work. Since Win2K is installed on your laptop now, you need to purchase the full WinXP upgrade disc in order to use WinXP on your laptop.
To recover your accounts, do the following to boot Win2K into safe mode:
1. From the Windows Start menu, go to Shut Down and click Restart.
2. As the computer restarts, watch for the message For troubleshooting and advanced startup options for Windows 2000, press F8 at the bottom of the screen.
3. Press F8 before the message clears the screen.
4. From the Windows Start-up menu, type the number for the Safe Mode option.
5. Wait for your desktop to appear, and then make the necessary repairs (for example, uninstall programs or devices).
In this particular case, go to the user manager and remove or change your administrator account password, OR add a brand new user giving it full administrator rights - and then when you re-boot log in using this new account and modify the machine settings so you can get back into the administrator account as normal
6. When the repairs are done, restart the computer, and allow it to boot normally.
And that's it. I hope this all helps!

It's re-installation. It's only to redo a computer that already had XP on it. You'd have to use the software key that came with the computer to make it work.

No, this is not and it would be illegal to distribute a boot CD/DVD of XP without a license.
