Soak the paper in water - easier in a bath tub - until they are a sloppy papier mache. Then use a brick shaped press to SQUEEZE all the water out. Such presses can be obtained in Britain for about £20 - I do not know about the States though. However, I would have thought that something similar could be obtained. It is a sloppy, messy, business, and by me is not worth the effort. They are said to burn well though.

I've made paper before using paper pulp, which suspect is the same as paper paste. Because of the thickness of the brick, it would take a lot of pulp to make it. When making paper, it's mostly water that gets squeezed out in a press and dries between wool blankets. You would have to use a mold and probably make it atleast twice and tall. I think it would be extremely difficult.

You could also paper mache over styrofoam brick blocks. That would work and make the bricks more stable.
