Send in your normal CV but make sure you have a brilliant covering letter with it as that is what they will see first.
Makre your the covering let starts by grabbing their atttention and do a bit of research about the magazine you want to write for and include parts about them in the letter.

Maybe if you can afford it ask if you can have some work experience their free of charge, this will make them very interested.

My advice to you is to subscribe to the magazine you had in mind. Read a few issues before getting started. See what kind of writing this magazine is looking for. Then, get started on planning. Take your time! No one said this magazine was going off the racks in 24 hours. You've got plenty of time to work. If you're submitting your writing in a contest, then plan it out, quickly but thoroughly. And have fun!

If this is a smaller publication, e-mail the editor with a query--a story idea and a little info about yourself. If you have no experience you may find it's hard to get your foot in the door but you should try to build up a file of "clips" (copies of things you've had published). Once you have clips you can show editors, that might open doors a little. You might have to keep trying this in a lot of different outlets, maybe your local paper, and being persistent...be flexible, don't pigeonhole yourself into a narrow range of subjects or outlets, and if someone says no, we don't need you, try to make it into a positive experience by asking for advice.

If you have an article that you'd like to write for a magazine, you can just write it and send it in to the editor with return postage or you can "pitch" your idea beforehand and hope to hear from them. But if you want to be employed as a staff writer, then you would contact their human resources division and ask if there are openings and how you may apply for a steady job.

go to college and do a journalism course set a portfolio and offer to do some freebies for variious people to build up a CV
