Any type of abrasive material will sharpen steel. I have often used ceramic tile, a brick, a cement block, sand paper, a file, cardboard works great and is often the sharpening median of professional knife makers. A piece of leather also works well . A knot from a board will also work. This is what many of the old carpenters used for planer blades.

You could try using the fine grades of "wet and dry" abrasive paper (the sheets that are used for rubbing down car body repairs) which you can buy in any hardware store. Simply thumb tack a sheet to a piece of wood, put a little water on it and use it as if you were using a sharpening stone. It does not last very long but it works.
