If you stop at a rest stop on a motorcycle, can you pitch a tent?

I think you could do that, as long as it doesn't look like you're intending to camp out and sleep there. Rest stops are only supposed to be for taking a break from driving. Some rest areas get a reputation for illicit sexual and drug activity, and pitching a tent at one like that would certainly draw more police attention.
