Do you live in the US? I have never heard of a gas line being copper. Usually they are black iron. Unless your are talking about the piece that goes from the gas valve to the pilot light. You will never be able to run a cooktop off of that line it is too small. I do not know of any plastic gas lines. You can get quick connects but I am not sure they can be used indoors. Couple things here that you need to consider. One the lead going to your hot water heater is sized for the hot water heater. You need to connect back farther on the pipe. Probably where it ends at 3/4 inch. Reason for this is flow of gas. You will need a min of 1/2 pipe to run to the cooktop maybe larger depending on the btus it produces. The other problem you have is where and how to vent the cooktop. Most of them you vent down. So this means you will be cutting a hole through the shelf and the floor in your cabinet. You will also need to cut a hole for the gas line to come up through the cabinet as the gas line connector is on the bottom of the cooktop. make sure that you install the regulator provided with the cooktop as well. The line leading from the cooktop to the solid pipe in the cabinet that you ran can be flex line. This will be easier to connect. This is not a simple project. The vent that your run through your floor can be run across the crawlspace to a foundation vent. Make sure you pick up a louvered cover for a 3 or 4 inch pipe. The instructions will tell you what size pipe to use for venting. You will need to cut out the foundation vent screen and connect the louvered cover to the end of the pipe you ran to the vent from the outside. The cover will take up the entire space of one side of the foundation vent. Dont forget there is electrical that needs to be done here as well. Here is a list of some of the tools you will need to complete this project. This is from memory so some might not be included.
Thread compound.
two pipe wrenches.
sawsall.
black iron pipe.
black iron elbows.
gas shutoff valve.
pipe threader.
vent duct.
vent cover.
steel tape or black nasua duct tape.
screw gun
1/4 inch bit tip screws.
nylon duct hangers.
tin snips.
wire strippers.
wire nuts.
junction box with 2 gang recepticle.
possible need for rotohammer.
You sure you want to do this? I use to install these items alot when I did HVAC and it takes a good while and lots can go wrong.

Don't ever use plastic gas lines in your house! It is not allowed by code for a very good reason: safety. A number of factors can cause movement in your house, such as earthquakes, tornadoes, or settling of the foundation. Plastic pipe may crack or break in this situation, whereas black iron pipe will twist but remain airtight.

Plastic pipe has been used for water supply, but a broken pipe is immediately obvious and does not pose the risk of fire. Likewise, plastic pipe is commonly used for the drain (sewer) and vent pipes, but again a leak is not a safety issue.

Don't use copper tubing, either. There are components to the gas that are reactive to copper, as well as galvanized iron pipe. Also, the solder fittings for copper tubing just don't have the strength of threaded pipe fittings. Another concern is that once a copper supply line is installed and gas has entered the system, you can't heat the solder fittings to make repairs or modifications without risk of fire.

Stick to black iron pipe. It may be more trouble to install, but it won't give you any trouble in the years to come.

Your dealing with a dangerous issue. You cannot use plastic or pvc for gas lines, however there are pipes that can be used inlcuding copper, black pipe and the new flex line for gas. You will be better off hiring a plumber or heating person to install the gas line. It is a safety issue for you and all that live in the house.

If you are in Australia you must use copper pipes and they must be joined with silver solder. Its against the law to use any other type of solder. I know you would like to save money and do the job yourself. I'm like that, but this is one job worth paying for. Go to your local yellow pages choose a plumber with a small add. The plumbers with big expensive adds charge more.

When you ring them up ask them to give you an idea what the cost is (guess-a-meant) over the phone. Ask them what there call out fee is and how much an hour.

Please don't diy. One mistake could could void your home insurance if the house burns down or even worse cause harm to you and your family.
