There's a great club or group all over the world called Toastmasters where groups of people who want to improve their speakign get together and meet. It is for all ages, educational backgrounds and career fields.

Note: this is a club, do not fall for groups or clubs with a name that sounds the same that charge a high price for meetings, materials and events. None of the items that Toastmasters sell on their website are required to participate.
The memebrship is like $20 every few months and it is not like a heath club that needs a credit card, you pay when you show up. The first meeting is free or at a reduced rate and the website has lots of free information,

Only way is practice!!
Langugage is just to express so even if you speak wrong - Dont worry or give up. Try always to improve.
Learn lotta english novels& newspapers, watch movies, (if you have DVD player put subtitle and see how to communicate at situations - this really helps)
To start with be with friends who can speak good english (or its even better to be with some one who cant speak your own language..There you go:)

1)try to speak english with your friends, let them correct you
2) language needs a lot of vocab, so reading is a must, watching english tv shows would help u.
3) make sure that you always have dictionary beside you so that u could find meaning of any new words you've found.
4) lastly, i think u could attend to british council classes, it helps because the teachers are foreigners. in fact, any english classes..

watch more english tv shows... especially when you can understand their jokes, you can grasp what they're saying...
get your friends to speak to you in english.. you'll feel more comfortable speaking english to them than to strangers

read out loud ...practice speaking in front of mirror ...i enjoy reading outloud to children that makes it a little more enjoyable kids dont get impaitient or correct you harshly...keep u chin up
