Before applying lipstick, try using a lip exfoliatior that has moisturizers in it. Avoid matte lipsticks and instead choose a sheer, tinted lipstick or shimmery gloss. This fresh look will stay on longer and keep lips hydrated.

Moisturising lips is something u look to do in the long run and not directly before u need to wear lip stick.

Exfoliating to begin with is extremely helpful as it removes old dead skin- there are specific lip exfoliates which can be bought from chemists etc. I then suggest using a mild lip balm such as chapstick or vaseline which works the same the moisten the lips. After a week or so of this daily routine( with balm repetition throughout the day) dry cracked lips should be good as new.

And when choosing a lipstick if u are prone to dry lips choose those which are less abrassive and avoid matte finishes

Use chapstick first (2 layers) then apply the lipstick, after that you can add lip gloss for a shiny texture because the chapstick may make the lipstick lighter. Then you'll be pretty and not have dry lips! Hope I Helped.

Here's a tip from legendary makeup artist Kevyn Aucoin from his book The Art of Makeup: After washing your face and before you apply your makeup, apply some Vaseline Petroleum Jelly to your chapped lips, wait a few minutes til they soften, then buff very gently with a child's soft toothbrush until all the dead skin peel off. Then, apply your makeup as normal, including your favourite lipstick. Hope that helps!

Basically, if your lips are very dry, before you apply anything, use a tooth brush and brush your lips.

Afterwards, apply lip balm. Do not mistaken gloss and lip balm, lip balm moisturises ur lips whilste gloss is only shiny.

And finally, apply your lipstick.
