Um... dictator, murderer, and guilty of attempted genocide. I would put him up there with Hitler and Stalin.
Whether he is great or not kind of depends on your definition. Was he a leader who was able to keep control over a volatile country? Yes. Was he able to do this in a way that benefited the people of said country? No. He simply killed anyone who might not have agreed with his ways.
