Maybe they could be avoided if there was no such thing as presidents but have prime ministers instead?

well under a parliamentary system dictatorships are less likely to happen, unlike the presidential congressional system!

It is a great question.....I do believe Presidential governments have more other throws by dicatators than Prime Minister lead governements......
I never though about that difference till now....Thanks!
