It's rude, not racist. Unless you are doing it in a racist attitude.
Why would you want to dance it anyway? Especially seeing that it's a.) a national anthem (important note), and b.) the fact that's it's not really danceable?
I say dance to any other Mexican song, and no one should get offended. It would just be you messing around, and they'll be no room for misunderstandings. (Unless you make room for them).

If you were Mexican and did so it probably wouldn't be much less respectful to your country's anthem than 20,000+ American fans mumbling the United States' national anthem at the start of a ballgame.

It'd be rude. Imagine I dance while you sing with pride your national anthem. Think about it twice. And if it's a joke, there are better ways to make the people laugh.

Depends on the dance.
Don't do any embarrassing 'el gringo don't dance-o' on the dance floor. But don't start pissing on their flag or feeding burritos to pigs or anything.

depends of the reasoning behind your dancing.. if you dance to mock them, it's a little mean. doesn't necessarily make you racist. if you're dancing because you think it's a catchy tune, then umm.. no comment.
