Hmmm...I try never to listen to sad songs anymore, because music has such a drastic and lingering effect on my mood, but right now I can think of a few:

"The Luckiest" by Ben Folds (relentlessly poignant)
"You Made Me Feel" by The Trash Can Sinatras (sounds eerily sad)
"Tear in your Hand" by Tori Amos (sounds like an emotional train wreak of a breakup)
"Hollow" by Jackopierce (feels like it's name)
"Prayers for Rain" by the Cure
"Stray" or "Notting Hill Blues" by Aztec Camera


More generally (and recently), you have the Decemberists, Flaming Lips, Death Cab for Cutie and Iron and Wine. And most anything by Elliott Smith of course. Can get much sadder than a suicidal guy who means it.

Almost anything on Joy Division's "Closer" album (Ian Curtis, the singer, killed himself shortly before going on the US tour for that album).
"Farewell Reel by Patti Smith" (about her husband who died).

"Tears in Heaven" by Eric Clapton -- about his son who fell out of a window & died.

"The Bed" by Lou Reed -- The saddest song of all time. I cry almost every time I hear it and I believe he's crying when he sings it. Singing to his "wife", reminescing over her posessions in their bedroom after she committed suicide.
