Yes...there was and still is European immigration to Latin America.. I know because my British and German ancestors immigrated to Argentina and Chile. And if you watch the Spanish channel soaps, you'll see plenty of blond actors who's families descend from Europe. Also, Spain pretty much owned most of Latin America in the past :)

Likely. Most people from Colombia have at least some ancestors from Spain.

No he doesn't decend from white people because he is white people. There are only 3 distinct races and colombia is a place not a race. Yes da it was a stupid question.
