you will have to build a retaining wall of sort on the down hill side of your garden and back-fill with soil. just look at any terraced property. you can use logs, rail road ties , old concrete, rocks to build to the height of the high point of your garden then back fill and level.

If the degree of slope is severe, even the fill will tend to taper as a result of erosion, so I suggest installing some kind of retaining wall at the low end. Depending on location and the degree of esthetics required, the retaining wall could be nothing more than some staked boards to sandbags to concrete, or an expensive stone wall.

Use fill dirt and Windsor blocks.It will level out the garden and be a pretty addition to your yard.
