People at apt complex leave their "junk mail" on newspaper box, management notes who, and instructs mail carrier to leave all mail at apt office. This is I guess to stop the leaving of their mail on newspaper box. Legal to do so?

I think you can request that your mail not be left at the office. Contact the postmaster (not the same as the postman) at the local post office. File a complaint. I believe that you can appeal this action and well you should. It is a concern that 'all' are punished by such action because of a few.

If your local postmaster doesn't take action I would notify the Postmaster General. Good luck.

I would talk to the manager first, and see if there might be other reasons for doing this also. Such as, the manager might have seen other tenants going thru mail that was not theirs. In which case, your mail would be safer at the office.

If each apt has their own mailbox, i dont think the manager can divert the mail to the office. It would have to go to the mail box, unless you gave your permission to have it diverted.

First step, talk to the manager.

If tenants are careless with their mail, then why wouldn't it be legal to leave their mail in the office?
