Silver, Gold, and Black membership cards.
The cards can either be bought in the shop after you spend a certain amount there, or found in Dragon Universe by a character of high enough level. In DU, the cards appear at the same place for each character every time. For Goku, (probably the easiest character to get them with) they appear on an island just West-Northwest of the main continent. It doesn't matter how many times you go through DU, it is your character level that matters.

Quickly Unlock Z-Z3 modes
When you unlock Uub (kill Kid Buu using the Spirit Bomb) he only has to fight 3 characters to end his game (you still get credit when fighting on super hard, Z, Z2, and Z3). However, dont collect the dragonballs after the first time you beat DU otherwise you will have to fight Omega Shrenron which is nearly impossible to do in any of the Z modes.

By winning the previous levels you can unlock the next tournament levels. Inorder to do this you must purchase the capsule from the skill shop.

How to get Potara's Supreme Kai
To get this Potara you have to play with Gohan (Adult) in the second time (DU). Do the same thing to get Supreme Kai. After the Battle with Fat Buu, you have to win this battle and then don't go to the red point. Go to Central City and next go to west cost and in a island no much big winth trees you found Potara's Supreme Kai.
Dragon Ball Z: Budokai 3 SecretsSpeedy Saibamen Level up
Go to Dragon Arena, pick your Saibamen. Then fight the highest level Yamcha you can fight. If you selfdestruct on him he will automaticly die as he does in the series.
Destroyed Level
At the level select press circle and you will get the destroyed version of a stage. (Doesn't work on the levels inside buu,world tournament arena and the hyporvolic time chamber.)
Easy z mode win
To defeat the z modes easily start DU and play it till your last with very easy level. Before your last match turn your level to z and then beat the final fight and you will complete the game on z mode.
Fight Broly In Your First Run (Vegeta Only)
First, when you get up to Buu Saga, goto the Plains near Goku's House. After going there, fight Gohan as Majin Vegeta. After you finished fighting him, keep going through the red parts of the map until you hit up to Kid Buu. Let Kid Buu beat you, then put No in the Continue screen. After that fly a bit back, and you'll see 2 reds touching eachother. Go push X on the left one, and you can fight Buu agian, but when you win, you can fight Broly.
Break Lifebar Scouter
When you win the button press(Like when it says attack wins) and use an ultimate attack like gigantic meteor(Broly), Angry Explosion(Majin Buu), or Super Spirit Bomb(Goku) and kill you opponent with it;Their scouter lifebar will be shattered and broken.
Dragon Ball Z: Budokai 3 GlitchesImproving the odds for still needed capsules to appear.
At 99%, it's quite annoying to wait hours for a last capsule. You can improve the odds by buying everything that appears for the kind of capsule your last capsule belongs to (ability/equipment/item). When having 9 of a capsule, it won't appear in the shop anymore until every capsule in that kind has 9 as well, therefore improving the odds for the remaining capsule to appear! It works for rare specials (>10000 zenie) as well!
Free levels in DU mode
Here's how this works, take any character (I did this with Gohan), start DU mode, enter a battle, fight it, and that battle should give you at least one level. Then, quit out of DU mode WITHOUT SAVING, I repeat, DO NOT SAVE your game. Start DU mode again with the same character, and if you notice, you'll have the same level you had when you quit, but are back at the same starting point!

This works with all characters who transform in any way. This can be very useful if you want to knock the guard off your opponent while standing next to them. Hint: Easy capsules: Select the skill shop, press X, and when Bulma says welcome hold R1 + L1 + L2 then press Triangle(2). Then, go back and do it repeatedly. Every time you do this, you will gain new capsules. Keep doing this until you reach 100%. The last few (98-100%) will take some time, but you will eventually get all the capsules, breakthroughs, characters, stages, skills, etc. Hint: Easy wins: Get a Viral Heart Disease Skill and put it on for support. Then, get a Vaccine to not make your Power decrease, but your opponent's will. Just block until their health is in the orange. You should now be able to defeat them. Hint: All characters: Successfully complete novice and adept modes in tournament and save the game to a memory card. Get a different memory card with no file from the game. Complete story mode and go to Mr. Popo's shop. Put the memory cards in slots one and two. Trade the Dragon Ball from the new saved file on memory card two to Memory Card one. Remove both memory cards. Put the memory card that was in slot two into slot one. You will now have all the characters from the saved game file on memory card one. Hint: Yamcha: Easy unlocks: Play Stage 3 of Babidi's Spaceship with Yamcha only using Wolf Fang Fist to unlock Dabura, Majin, Super and Kid Buu along with some of their moves much faster than if someone else was used. Hint: Defeating Kid Buu: Play as Goten or Kid Trunks. Have them be Super Saiyan and have two capsules of Kamehameha or Buster Cannon. Also get a quick fire type move such as Continuous Kamehameha (if Trunks has one). This works well because if you are tall (like Goku), you will kick over Buu's head.
