Use 2 simple divisibility tricks:
1. Add the digits of 16,728: 1+6+7+2+8=24, which is divisible by 3 but NOT divisible by 9 => 16,728 is divisible by 3, and NOT divisible by 9 (eliminate A)
2. The last digit is not a 0 or a 5 => NOT divisible by 5, and NOT divisible by 10 (eliminate B and D)

We have eliminated A, B, and D.
So, C must be our answer.

All of them will divide 16,728. A number does not have to be a whole number. Run all of them through a calculator and you'll see.
