While there are many similarities between the two films, I don't think that "Sparkle" was based on The Supremes (which was the basis for "Dreamgirls").
"Sparkle" was about a trio of sisters (from Harlem, I believe) that starts to realize their dream of being singers. Fame does not bode well for the lead singer--the oldest sister--thus making way for the shy, younger sister (Irene Cara) to gain the spotlight. Yep, very similar to "Dreamgirls".

I have never seen Sparkle, but Dreamgirls was loosely based on the Supremes.
