An 'administrator' account has full system access. You can set all sorts of limitations like defining what users can do. As an example you can set a users account to 'limited' and restrict access to certain files like the Windows folder and not let them install/uninstall any programs or even kep them from altering any files at all.
In XP Home the administrator account can only be accessed in safe mode. Reboot the comp and start tapping the F8 key at the BIOS screen. The admin account will have no password so give it one. Use at least 8-12 characters that include numbers.
In XP Pro it's accessible in Start-->Control Panel-->User Accounts. Again, set a password.

Admin password protects you from abusing your computer by others. When you install you operating system you can set the password. Or, you can set it in the windows environment. Notice that, if you only one using the PC then you can set your password. Otherwise you have log in as the adminstrator. Go control panel> User accounts> computer adminstrator, and set your password.
