Go to Control Panel > Sounds and Audio Devices. Go to Sounds tab, scroll down to find Internet Explorer part, there you will see 'Start Navigation' option, in sounds for it select none. You are done.

Go into Control Panel and open up the "Sounds and Audio Devices" folder. Then click on the "Sound" tab and click "No Sound" in the Sound Schemes pull-down list. That'll turn off the sound scheme for your entire computer. If you don't want to do that, I suppose you could mess around with the list of sounds in that same window and make your own sound scheme that doesn't include the Internet Explorer clicking noise. In Control Panel open Sounds and Audio Devices. In the new property window select the 'Sounds' tab. Scroll down in the 'Program Events' frame to find Windows Explorer and the sub-option called 'Start Navigation'. Set the sound to (None).

Go to Start/Control Pannel/Sounds and Audio Devices/
when the windows comes up go to sounds. Under programs events scroll down to Explorer, and in start navigation scroll again and select the option 'none'. That should do it. You can turn all of them off the same way, play with it.

the option may or may not be avaliable, but you can go to:
control panel>Sounds and Audio>Sounds(tab)
and there will be a menu there to configure the sounds on your computer.
Another option might be to do a search for *.wav and play each audio file until you find the one that makes that noise. When you do, delete or replace it.

I have the same problem, I just ignore it and mute my speakers.
But, I do agree with everyone else. You should go the "Control Panel" and goo under "Sounds".
