i work as a carer and i have to prepare food for the residents where i work . I feel i should hold a food and hygiene certificate, but was told by mamagement it was not needed.

Yes i have andvanced h&h cert and a hcima award and all food handlers are now required by law to complete a elementary food hygiene course.

i'm not sure either, but the first guy/ or gal i think is horribly right. by horribly i think any place where you prepare food not for yourself or for family/ friends you should have a certificate or atleast professional training on hygien etc as listed by the first answerer. i'd suggest in the UK you take a look at: http://www.jobcentreplus.gov.uk to see what the site says for legal requirements.
failing that the department of health or what used to be known as maff (i forget the current department name) miniustry for agriculture food and fisheries. failing all that your local trading standards department may be able to offer advice.

In my experience, its been the manager of a dept that gets that training and should be training you themselves. If you work in a group home setting, direct care staff don't need to be certified, they just need to possess common sense on expiration, portion control, food storage, etc... Not sure if I understand your question.

It's not essential but a good employer should be providing training. You could probably do a course in your own time which might help if you wanted to change jobs.

if u do its very easy to obtain. there is site on internet where you can take it on your computer after you have paid fee and if you pass they send u certificate. it is genuine and a recognised certificate.

well if your in the us you need to hold a food handelers card if you are preparing food

if its required then don't worry about having it or not! but getting a health card as we call here in Vegas is a good idea! you can apply at a restaurant and don't have to worry that u having one or not!
