More than likely not. It is not common to get 100% recovery he may get really close to it, as long as he follows the doctors instructions and works the muscles around the heels he probably won't be able to tell they were broken except when it's cold or it rains!

Getting 100% recovery is a bit asking too much if you talk about broken heels-as long as he can walk after the bone has healed without any pain or deformity, then that should be enough. Regaining function should be the main objective. Rehab will play a very important role post healing.
