Where can I find rare Pokemon in Ruby and Sapphire Version?

Question

I have caught Rayquaza and Groudon but are there any other rare Pokemons such as Lugia and Latios/Latias? Please tell me where to find Lugia, Latios/Latias.

Unfortunately, Lugia isn't found in Ruby. You'll need to trade in order to get Lugia.

You will see Latios running around in the grass around Hoenn. It's very much like the Legendary dogs in Gold/Silver. It will appear randomly and will run the first chance it gets. The best bet is to not give it a chance to run. A high level Sableye with mean look can trap it and then proceed to weaken it, since Latios can't damage Sableye due to its typing.

As for Latias, you'll need to trade with Sapphire, since she iisn't found in Ruby. Unless you get hold of an Eon ticket. You can then go to a special island where you will find both dragons. They will not run away from you here and they will be holding the Soul Dew item, which raises their special stats

You can't get Lugia unless you use a cheating machine (action replay, Gameshark) Latios and Latias you can catch, Latias if you have sapphire, Latios if you have ruby. You can get an eon ticket at a nintendo event (in the real world), which leads to capturing the latios/latias you couldn't catch, but they stopped giving out eon tickets and stopped the events, so you have to use a cheating machine again. I'm not sure you can get Lugia. Latios/Latias can be found randomly after you beat the game (beat Steven), but I'm not exactly sure of the circumstances.
