I have no idea what the gutter is, if it is the guttering around the roof of your house then no i guess not, but what do you want to do there.
Or in the gutter of the street, if you want to sleep there, then yeah it is pretty bad.

Considering it's where all the trash and run-off drainage collects I would say yes. I wouldn't want to hang out there.
