i don;t know if they would have a hughes one.. definitely alphonse or ed...
you should try your local chinatown.... (i dont know where you live), anime conventions are also a good bet or serach online like ebay or some store that sells mangas and other stuff.
also less than 20 will be hard those plushies tend to be expensive form my experience.
if all else fails book a flight to japan.
