Luck has a lot to do with it, but everyone has the same chance of their guys breaking out a career game every week.
The difference between winners and losers in Fantasy, in the long run, is a good scouting nose, being able to tell who's in the best systems, against the best opponents, etc. in a given week or over the course of a season.
Example: Chad Johnson was pegged by many as a top 3 wideout at the start of the year. The savvy fantasy manager would know, though, that Johnson was going to draw a lot of double covers this year, leaving WR2 Houshmandzadeh open or in man. Housh, who's something like 6'4" or 5" and able to get above most corners, and with hands like maple syrup, became one of Palmer's favorite targets in the red zone. And by the end of the season, thats exactly what ended up happening, and Housh's production was nearly that of the much more hyped Johnson, even though he was probably available 2-3 rounds later.

A little of both, skill is knowing which players to keep on your roster. Luck is have the players your starting have great days when you're starting them. So, probably a little more Luck!

The skill part is knowing who to draft and when to draft them.
The rest is complete luck. You have no control over their on field performances nor injuries.
