it could be one of two things
1. the computer itself
2. the screen
first eliminate the computer
step 1
connect another device to the monitor
if there is still a problem then skip to step 4 if you don't have another device then connect then step 4 may be risky, but its worth a shot.
if not continue to step 2
step 2
reset the system bios throught tthe setup at the POST screen (the screen you see when you start up the computer, like with all the numbers and stuff. it should say something like press del or f1 to enter setup.)
step 3
if step 2 does nothing then replace your graphics card with a friends (if you want to save money) or just buy a new one. if the problem goes away then you know it was the graphics card. if not then replace the motherboard.
step 4
the reason your monitor has a blue tint to it is most likely due to the fact that you have had a magnet or another magnetic device eg: a hard disk close to it.
the way to fix it can be a bit dangerous but its worked for me everytime.
first you need a reasonable strong magnet. if you don't have one then the back of a speaker should do fine but make sure it attracts metal. You will also need a thick piece of wood, rubber, plastic or another strong insulator.
1. switch the computer on with the screen attached
2. get an image onto the screen
3. place the magnet against the left or right hand side of the monitor.
4. begin to slowly move the magnet away from the screen until the picture is perfect.
5. place the insulator between the magnet and the monitor thus cutting the attraction between the monitor and magnet and not bending the image any further.

You might have something that is an electronic close to your computer screen. Try moving stuff around your computer area and see if it goes away. If not then it's probably something wrong with the monitor internally. When my speakers are right next to my monitor screen the screen goes kinda bluish-greenish.

try to chekc weather there is a magnetic equpment near the monitor
if yes remove it
it ur monitor is a digital monitor then in the menu there is a option called dgause use that option it should sove ur porblem
if not then call the monitor repair
