Actually, I believe it had only one chip left, but you ate it anyway even if the bag was lost in between the sofa's cushions for a couple of years now.
Volumetrically speaking the bag is half full with chips and half filled with air so it could be considered as full; by the same token considering that the air it's a mixture of gases, and not a material, touchable thing, some people would consider that it's half full with chips and half empty.
