When is the last time you fed it? It could be hungry. My Betta does that all the time. I don't think too much of it. It could be bored.

Maybe there is not enough oxygen in the water. You need a Filter system and if you have that, then add to the tank and air stone so there will be enough oygen, this may help him to breath better.
Air stone - Air from the air pump is pushed through a diffuser stone to create smaller bubbles which are more efficient at moving the water.
Plants - Decorate and assist with oxygenation of the water.
Filter - Helps clean the water for a healthy, clear aquarium.
Air pump - Used to move the water and ripple the surface to allow more oxygen to be absorbed, or to drive a filter.

I have three guesses on this one.
1) You have a betta. Betta fish are surface breathers, meaning they do not get oxygen from the water. They will constantly go to the surface to breathe.
2) Your fish has swim bladder disorder. It is having trouble sinking because of it. Check out this site for more details on fish diseases and how to treat them: http://www.bettatalk.com/betta_diseases.htm
3) Your fish are bored and/or weird. They just like to do things to freak you out. I know my fish do (I have a betta that has a habit of eating his own tail.)

I have a 55 gallon fish tank with 16 fish in it. I have two other 35 gallon tanks. Fish ALWAYS do that. Even though they can breathe in water, it's sorta their way of getting FRESH air. Your water isn't bad.

I have one last month.it do just like ur fish do.
i think it wanna be feeding,but they still do it.usually goldfish do it. they are sensitive to dirty water. even the River department use a goldfish to predict if the river water were safe to fish or not.
my fish die after that habits. maybe u should change the water.

some fish are just surface dwellers, african butterfly fish spend 99% of their time in the top 3" of water(the other 1% is when they die and sink) as long as they're not floating or sick they're probably fine.

What kind of fish is it? Some fish don't use gills to get oxygen. Bettas have a special respiratory organ that allows them to breath air directly from the surface. In fact they inherently must do so.
