I did ask two employees said cash and carry and they said sold. Does consumer law not state on shelf for sale

If it was cash and carry and marked "sold" I'd say it was SOLD to the person with the Pick-up sticker! They had already paid for it and were coming to PICK_IT_UP If you don't know about buying a "welder" perhaps you shouldn't be welding.

What is a "pick up sticker?"

I have a wire welder. Originally tried to use it with "self fluxing" wire. Hated that, went with the inert gas. Be sure yours will work with gas if you get wire.

Also tried a 120 volt stick welder a few years ago. Total waste of time and money.

Saw your second post, but still don't understand what you are trying to say.

It sounds to me like you are trying to get some kind of a 'good deal' on something that wasn't intended. For example the age old story of someone putting a $1.00 price on something that should be $100.00. The store DOESNT have to sell it for $1.00, that's an urban myth.
