They may have broken the rental agreement by not providing listed items and proper cleanup. You can tell them that you want your money back and you refuse to move in and tell them why. PUT IT IN WRITING. Also, call the administration for Hotels and Restaurants in your area and tell them your dilemma. See what they have to say about it.

After what you stated, no, you cannot get your money back. Your cleaning deposit was for cleaning AFTER you leave, not to clean ahead of you.
You must first list the problems, as outlined in your rental agreement (do a walk through). Send in the form, as per your rental agreement, and if they are not addressed by move in day, you can walk away, but you must give the landlord reasonable time to fix the problems that you cite in the form.
As for the paraphernalia, which you cite as illegal (doubt it), that is not a deal-breaker on the landlord's part; he can't control what the other renter left behind. That person is gone and has no bearing on the unit's fitness for habitability. You not feeling safe is unfounded and would result in a forfeiture of the deposit. (you have to be a grown up).
Sounds like you have second thoughts about a contract that you signed. Again, you have to be a grown up about it. If you just don't want to live there, eat the deposit and move on, otherwise, live there and abide by your commitment.
BTW, there should be some 'right to cancel' clause in your rental agreement.

You should not have given them the full deposit before inspecting it first. I've lived in apartments for many years and I have never heard of giving them a cleaning deposit. When you move out if the place of residence and it is not clean, they can hold back part of your deposit. You shouldn't have to pay to clean up someone else's mess.
They broke their part of the contract and you should get your money back. If they don't I would definitely take them to small claims court.

yes you can cancel your agreement if what was listed was not in the house... that is false advertising for a start...... as for getting your deposite back.... if the place was not cleaned and illegal paraphnalia was found in the house during ur walk through u can get your deposit back....
if i were you i would cancel and find another place

They may have been stolen by previous tenents but it is the landlord's responsible to make sure the place is ready to go. They clearly didnot check it out or send over a cleaning crew.
For the future don't give any money until you have seen the place.

also, get online and check the tenants laws in your area, they usually bite and go in favor of landlords but there are some avenues to pursue.make sure you document everything in writing, if you submit a document to the landlord always make sure he or she signs/dates/puts the time of day on it and you get a copy!!!!! i believe you have 3 business days to cancel any contract..but dont take my word for it..it's going to take some research.
