That would be the United States.
I can't believe somebody downed you just for asking.
According to the last source on the list, it's because of the ongoing 'War on drugs' - people get incarcerated for drug offenses in the U.S. that the vast majority of countries would either turn a blind eye on, give an official warning or fine for, or some other measure barring incarceration.
Although certain countries, such as Thailand still have the death penalty for trafficking.

There is approx. 600,000 laws on the books that call for incarceration. We are the most over regulated country in the world and our thinking is very old world.

We need new solutions, not more laws!

I would think it's one with a dictatorial or communist leadership?? They can imprison anyone they choose to, for any reason........and do! Interesting question.....
