Why would you want to? Some guys think tomboys are sexy and in the long run you wouldn't want a guy that wants a girly girl because that's not really you. Just be yourself but buy a dress or something just in case you need to "girl it up" for a special occasion.

-Keep your hair whatever length you like, as long as you do something to it every morning besides brush and blow dry it.
-Look in some magazines for the newest hairstyles. Get your hair done frequently, ask your stylist what colors would go good in your hair.
-Wear make up always, the works. If you don't know how to apply it, look it up, or ask a friend or relative to help you out with applying, colors, brands, etc.
-Wear nice clothing, never just jeans and a t-shirt. You can have whatever style you like as long as it is trendy or classic styles. Never grunge though, gothic style is ok but you may be -disliked by the "goths".
Have plenty of shoes, pretty ones too. Have sneakers, but remember there are boots, flats, heels, sandals, etc.
-Have a girly girl vocabulary: mega, totally, well duh, like, lovin' it, omigosh, awww, smorgasborg, eek. Basically those words people scream in high pitched voices.
-Listen to popular music. Try not to listen to a whole lot of rock music, unless you think the lead singer is cute. Classical music is accepted to, but generally boy bands and pop singers are in. Techno is also acceptable.
Work at a clothing store or babysit. Never work at warehouses or any dirty job.
Be friendly to everyone, make friends with all types.
Get your hair done every few weeks
Pink is the ultimate color, but there are other colors you can use.
You don't have to be annoying to be mega girly.

It depends on how tomboyish you are. If you are thug tomboyish then you first have to start off slow and start with simple things like color palattes and materials, to get you more into the idea of being comfortable in women's clothing. The next thing you do is go to get fitted for bras. Victoria's Secret and Lane Bryant do them for free. Getting fitted for bras shows you what your body looks like when the girls are sitting where they need to be.
Then have one of your girly friends take you shopping for a more feminine outfit than what you are used to wearing. I suggest any outfit that requires you to wear heels. Also make sure that the outfit suits your personality and is a good color for your complexion, nothing to bright or too dark when you are venturing into a new arena such as style changes. You must make sure that if the shoes you buy are 2 1/2 inches or more that you wear them around the store to make sure you have stability in the shoes. You don't want any misfortunes your first time around.
After you find the outfit, go to a really good salon and have your hair cut and styled. Ask if the salon has an aesthetician on staff, and have your eyebrows done too.
Next go to a make up store, not a department store, preferably MAC, Aveda or Sephora and have them give you a make up consultation and show you how to pick make-up for your complexion and how to apply it properly and techniques for day and night time wear. Here's a hint, for day time you always want to do a softer application of makeup for work and then use subtle color changes and techniques for evening. Make up is really nothing to be afraid of. I wear it every day amd people don't even know that I have it on unless they ask.
Dressing feminine isn't really that hard, you just have to find your style, you can be classic, sassy, contemporary, punk, chic or whatever you feel like. And you can change it everyday just make sure that your friends have good taste and are god enough friends to tell you when you are making a style mistake.
If I could see real picture of you I would know exactly what to do because every person is different and you have to approach each person with their own unique differences and teach them how to compliment them in their appearance.
P.S. Slight changes in your personality will also make a difference in how you perceive yourself and ultimately help you in your transformation.

You have to want it first of all, and be serious. You need to dress differently, not like one of the boys. First take a nice hot shower or bath, rub cream all over you, put some perfume on, not too much, dress like a girl, not frilly but show you are female, sexy undies and bras really make you feel feminine. Do your hair, wear earrings, things you might have not done before. Get your nails done, etc.

Being a girly girl isn't just about the clothes you wear and your hairstyle. It is an attitude that you possess. It is in your walk, the swing of your hips, your voice, etc. Think of Eliza Doolittle in My Fair Lady being reformed or read this poem by Maya Angelou and be inspired:
Phenomenal Woman
Pretty women wonder where my secret lies.
I'm not cute or built to suit a fashion model's size
But when I start to tell them,
They think I'm telling lies.
I say,
It's in the reach of my arms
The span of my hips,
The stride of my step,
The curl of my lips.
I'm a woman
Phenomenally.
Phenomenal woman,
That's me.
I walk into a room
Just as cool as you please,
And to a man,
The fellows stand or
Fall down on their knees.
Then they swarm around me,
A hive of honey bees.
I say,
It's the fire in my eyes,
And the flash of my teeth,
The swing in my waist,
And the joy in my feet.
I'm a woman
Phenomenally.
Phenomenal woman,
That's me.
Men themselves have wondered
What they see in me.
They try so much
But they can't touch
My inner mystery.
When I try to show them
They say they still can't see.
I say,
It's in the arch of my back,
The sun of my smile,
The ride of my breasts,
The grace of my style.
I'm a woman
Phenomenally.
Phenomenal woman,
That's me.
Now you understand
Just why my head's not bowed.
I don't shout or jump about
Or have to talk real loud.
When you see me passing
It ought to make you proud.
I say,
It's in the click of my heels,
The bend of my hair,
the palm of my hand,
The need of my care,
'Cause I'm a woman
Phenomenally.
Phenomenal woman,
That's me.
Maya Angelou
Are you feeling girly?? Good luck!! :)

you cant just... become a girly girl. its not jsut the way someone dresses or does their hair... its their personality. if you want to look girlier, i suggest a new hairstyle) (probably something layered and shoulder length-ish and maybe highlights) and makeup (eyeliner, eyeshadow, etc.) and go shopping for cute shirts, skirts, and low cut jeans. if you want to be truly girly though, you'd have to change the way you act and thats pretty hard to do.

I would just gradually change so it won't be so drastic. Not so loose pants, instead of guyish shirts, wear a ladies t-shirt (not baggy not to tight make it fit comfortable and make it obviouse its a girl shirt. You can put light lip liner on and put chap stick or non color lip gloss, and makeup that will look natural, yet noticable. Soon you will be comfortable enough to wear a dress.

I think the best thing is to decide what about yourself you want to change - what do you like and what do you not like, and is it something you can change. It's better to look at it that way and then ask how you can change that specific thing - because if you compare yourself to others, you'll only lose your originality - and you'd be cheating the world of the wonderful aspects of you that no one else has.
Geesh...don't I sound all psychiatrist like today...
