Most if not all new PC's use thermally controlled fans for CPU Fan, Case Fan and Power Supply Fan. This means as the system cools it needs less air movement so the fans will slow or even stop in the case of a case fan.
If this is an older PC and the stopping is not thermally controlled then the fan is dieing and should be replaced.

hi its probably because its busted depends on how long you've had it or your computers heating up to much so it stops so it doesn't destroy anything i suggest moving it if its in direct sunlight to a cooler placer or close the window or close whatever isletting the sunlight in and also try not to keep it on to long if its after a long time that the fan turns off

Most likely because your computer has software to turn off the fan when it is not needed. If you want to controle it you can use a pice of software called speedfan found at http://www.almico.com/sfdownload.php

You may need to blow it out with a can of compressed air. If it stops it can fry your motherboard. Wouldn't use your computer until you get that fixed. Or buy a new one only about 15 dollars. Try tigerdirect or pcclub. Not sure how much for install if you can't do it yourself.
