Actually, it comes from consciousness, and a sense of connectedness to the world, and an awareness of the consequences of one's actions. A normal desire for acceptance and approval.
Generally, specific consciences are shaped by culture and environment.
Absence of conscience is sociopathy, as is an oppositional-defiant response to the conscience.
