Actually, it comes from consciousness, and a sense of connectedness to the world, and an awareness of the consequences of one's actions. A normal desire for acceptance and approval.
Generally, specific consciences are shaped by culture and environment.
Absence of conscience is sociopathy, as is an oppositional-defiant response to the conscience.

Conscience comes from the mind. Conscience is based upon our learning, beginning in early childhood from our parents.

I always thought it was in the throat. but Later found out it's just a state of mind. like feelings. when I was a kid I thought feelings were organs located in the shoulders.
