I was wrong, supposedly this program will allow you to record any video that plays on your computer, and it's free.
I'll try it and see if it works.
but you can save the shortcut to the web page and store that on your pendrive. as long as you log onto a machine that has an internet connection you can click the link and view the video
youtube does allow you to embed their videos into html pages. If you were to create a webpage and embed the video, you could that way also

YOU CAN ACTUALLY DOWNLOAD THE FILE, BUT ITS A LITTLE COMPLEX!
The Way I find easiest to download a video would be to first Download a progam called NetPumper (www.netpumper.com).
Next, you will have to figure out where the actual movie is located, not the embeded player on a webpage. There are a couple ways to to this. On YouTube you can find where the video is located by looking for the url in the "Embed" box.
Example:
http://www.youtube.com/watch?v=bApGUyo_NAs
I can go there to watch the video, but if I wanna download it I gotta look in the "embed" box to the right of the video, it says
I wanna find the url for the move so i wanna look for VALUE=. In this case value= http://www.youtube.com/v/bapGUyo. This is where the video is. So if I go to that. All I should see is the video i want. Now in netpumper go to file add url and type in http://www.youtube.com/v/bapGUyo . The file will download.
